Removes the Preflight feature; adds a CI tab (runner capacity + verdict + recent runs), active-aware CI run detail, alert-type labels, and 30s live-refresh on the 8 previously load-once screens. Mobile typecheck + lint clean. Mobile-only; ships via EAS.

- Remove the Preflight feature entirely (tab + preflight/* screens + API client/hooks/components)
- New CI tab: per-node runner capacity (CPU/RAM + 'can add runner?' verdict via buildQueue.runnerCapacity) + recent CI runs list
- CI run detail: active-aware polling (status turns green live) + status color
- Alert-type labels (runner_offline / webhook_delivery_failed / ci_failed + existing) in incidents list + alert detail
- Live fresh data: add 30s polling to the 8 screens that previously loaded once (apps, feed, node, alert, stage, PR, intervention, ci-run details)

Mobile-only; talks to the already-deployed API. Release via EAS.
