Release vehicle for #482. Until this ships, 18 of the 22 enabled one-box apps re-attach their own public hostname to the primary worker on every production deploy, bypassing the split until the reconcile sweep catches it.

Dispatch release-agent.yml with version 0.1.61 after merge.
