Neither CONTRIBUTING.md nor CLAUDE.md said where pull requests go. A fresh clone's origin points at the GitHub mirror, so gh pr create opens the PR in the wrong place, reports success, and nobody sees it.

I did exactly that earlier today (the strip_prefix change) before being corrected, which is what prompted this.

States it in both places — CONTRIBUTING for humans, CLAUDE.md for agents — each pointing at git remote -v rather than trusting origin.
